人民网北京10月28日电 （常红 李宇浩 刘茸）中国妇女第十一次全国代表大会今日在京开幕，全国妇联党组书记、副主席、书记处第一书记宋秀岩向大会作报告时指出，五年来，全国妇联积极推动妇女权益保障法执法检查，推动将反家庭暴力法列入全国人大立法规划，28个省区市制定预防和制止家庭暴力的地方性法规。

      People's Daily Net Beijing, Oct. 28 (Chang Hong Li Yuhao Liu Rong) - The 11th National Congress of Chinese Women opened in Beijing today, and Song Xiuyan, the secretary of the All-China Women's Federation party group, vice-chairman and first secretary of the Secretariat, pointed out that in the past five years, the All-China Women's Federation has actively promoted the enforcement and inspection of the Law on the Protection of Women's Rights and Interests and the inclusion of anti-domestic violence legislation in the legislative planning of the National People's Congress, and 28 provinces, autonomous regions and municipalities have enacted local laws and regulations to prevent and stop domestic violence.

         宋秀岩表示，在各级妇联组织努力下，31个省区市全部完成妇女权益保障法实施办法的修订，28个省区市制定预防和制止家庭暴力的地方性法规和意见，有的地方出台了性别平等法规。

      Song Xiuyan said that, thanks to the efforts of women's federations at all levels, all 31 provinces, autonomous regions and municipalities have completed the revision of the implementation measures of the Law on the Protection of Women's Rights and Interests, and 28 provinces, autonomous regions and municipalities have formulated local regulations and opinions on preventing and stopping domestic violence, and some have introduced gender equality regulations.

         全国2800多个县区开通12338妇女维权服务热线，建立妇女儿童维权合议庭、维权站、维权岗、家庭暴力投诉站等各类维权服务机构25万个，推选妇联系统人民陪审员8000多名，妇女维权渠道更加畅通。

      More than 2,800 counties and districts nationwide have set up 12338 women's rights protection service hotlines, established 250,000 women's and children's rights protection collegiate courts, rights protection stations, rights protection posts, domestic violence complaint stations and other types of rights protection service institutions, and elected more than 8,000 people's assessors to the women's federation system, making the channels for women's rights protection more open.

         5年来，全国妇联参与制定和修改法律法规近130件次，完成第三期中国妇女社会地位调查、女性高层次人才成长状况研究与政策推动、维护农村妇女土地权益、家庭道德建设、推进家庭教育工作等一批专题调研，有关对策建议得到立法和决策部门的重视与采纳。

      Over the past five years, the All-China Women's Federation has participated in the formulation and amendment of nearly 130 laws and regulations, and has completed the third phase of the survey on the social status of Chinese women, research and policy promotion on the growth of high-level female talent, the protection of rural women's land rights and interests, the building of family morality and the promotion of family education, and other thematic research and studies, and the relevant countermeasure suggestions have been taken seriously and adopted by legislative and decision-making departments.
